Turkish police and intelligence officers detained Hex founder Richard Heart in Istanbul on Wednesday, acting on a 2024 Interpol Red Notice requested by Finland for aggravated tax fraud. He was detained with his wife; authorities seized $4 million and 64 watches, according to local reports. The U.S. SEC previously charged him over more than $1 billion in unregistered crypto offerings, but the case was dismissed in February 2025.

From Nov 12, 2026, prudential oversight of USDC's own funds, reserve assets, liquidity requirements, and recovery and redemption plans will shift from France's ACPR to the EBA, while ACPR keeps governance, outsourcing, and conflict-of-interest supervision. The EBA also signed an MoU with NYDFS to strengthen cross-border cooperation.
OCC report: Nine largest banks restricted crypto firms over reputational risk

The U.S. Office of the Comptroller of the Currency (OCC) reviewed its nine largest national banks and found that all of them had policies from 2020 through September 2025 that restricted services to digital asset firms, among other sectors including oil and gas, coal, firearms, and detention facilities, citing reputational risk. The review covered nearly 100,000 complaints and about 420,000 pages of documents. OCC chief Jonathan Gould said he has "no confidence" that recent bank remediation is sufficient and will evaluate further changes to the large-bank supervisory framework.

Payward signed a definitive agreement to acquire Saldo Bank, a Lithuanian digital bank with an EU banking license. The deal, expected to close in 2027, was not disclosed in value. Saldo had €196.9 million in assets at the end of June and operates in Lithuania, Finland, Sweden, Germany and the Netherlands. Payward plans to offer deposit interest, lending and banking-as-a-service, including card issuance.
SEC approves Cboe listing of KPI binary options tied to crypto firms

Traders can take yes/no positions on these metrics. Robinhood is expected to be the first retail brokerage to offer the products and plans no fees through year-end.
Morgan Stanley Q3 equities trading revenue beats estimate by $909M, other units miss

Fixed income trading fell 7% to $2.01B and investment banking rose just 2% to $2.16B, both missing expectations. Shares fell about 3%.
Berkshire invests another $330M in Bending Spoons, shares jump 41%

Saudi Aramco's administrative building in Dhahran was struck overnight, causing a fire but no injuries. Houthi militants have launched multiple attacks on Saudi targets in the past week, including airport strikes in Riyadh that killed several and shut the airport until Saturday. Iran's Revolutionary Guard chief said Tehran is "counting the moments" to sink U.S. warships, and a cargo ship reportedly sank in the Strait of Hormuz after hitting a mine. U.S. Central Command said U.S. forces assisted shipping over 19 million barrels of crude through the strait.
The Social Security Administration set the 2027 COLA at 3.6%, raising average retirement benefits by $75 a month for about 76 million people. About 72 million Social Security recipients will see the increase in January, and 7.3 million SSI beneficiaries will get higher payments starting Dec. 31. The adjustment is the largest since 2023's 8.7%, but the CPI rose 3.7% over the past year, and an AARP survey found 76% said a 3.5% COLA would not be enough.
